Be aware that if you do this, razer synapse or your motherboard will treat both fans that are connected to the fan splitter as one fan. Its a tiny cable that you plug in to a fan header and then you can plug 2 fans in to that cable. If you have dont have enough fan headers, whether thats on your motherboard or on a PWM controller, you can always use a fan splitter. At the bottom of the page you can see what is compatible and what not.
I will put a link to the argb controller below. Even things that arent made by razer as long as they are compatible. You can plug fans, lightstrips or anything with an rgb connector in to it. This controller only has room for 6 rgb connectors though. The razer argb controller allows you to change and sync rgb effects of anything thats plugged in to the controller. I dont know if you have 9 fan headers though. You'll likely have to change them in tbe bios or set a custom fan curve so that they'll automatically spin faster when your pc gets hot. You wont be able to change the speed of the fans in razer synapse if you connect them to the fan headers on the motherboard though. You can use those instead of buying a PWM controller if you want to save money. Your motherboard very likely already has fan heads on it though. It only allows you to change the speed of the fans. The razer PWM controller shouldnt be able to control any rgb effects. A PWM cable (idk the official name), which is used to give power to the fan and to control the speed and an rgb cable, which is used to control the rgb lights. I dont really understand your question though so im going to my best to explain what they do and what your options are. Its called the razer addressible rgb controller. Razer has one of their own that works with razer synapse. I think what you're looking for is an argb controller. Dont quote me on this but arent pwm controllers only used to control the speed of the fan and not the rgb effects?
